PRESIDENT George Maxwell Richards has informed the Speaker of the House of Representatives Wade Mark of the reasons for his declaration of a nationwide state of emergency on Sunday, explaining that he took the decision to proclaim an emergency because of a recent upsurge in murder and gang-activity and the need for “more decisive and stronger action” in dealing with crime.

All of T&T under state of emergency—Minister
The state of emergency, and powers of the security agencies under this, applies to all of T&T and not only the six “hot spot areas”, according to National Security Minister John Sandy. He stressed that yesterday during a media briefing at the Ministry of National Security, Port-of-Spain. Prime Minister Kamla Persad-Bissessar on Sunday night announced a “limited state of emergency” and a 9 pm to 5 am curfew in “hot spot” areas. Sandy said there had been a misconception that the state of emergency applies only to the six “hot spot” areas where the 9 pm to 5 am curfew was in force. Sandy said criminal elements who would want to “migrate” from “hot spot” areas to other parts of the country to avoid being nabbed, should be warned that the state of emergency applies all over T&T. He added: “So let it be known that the state of emergency exists in the entire country and the powers given to the police and the military exist in all areas of T&T.”

State of Emergency Nothing to Do with Crime

It is clear that this latest desperate act by the PP government has nothing to do with reining in crime, but everything to do with beating back the rising tide of working class discontent. Riots in London

I am in London, a few miles away from where the riots are taking place. Here in central London, one feels untouched by these riots and only knows its effects from what one reads in the newspapers. As I write, the riots continue to take Britain by surprise. It started in Tottenham, then spread to Brixton and Enfield; there from to Walthamstow and Hackney. London’s Independent newspaper described them as “London’s worst rioting in more than 25 years” (August 9). Although business seems to be going on as usual there is an eerie feeling that the police have little control of over what is taking place.

On Monday next (Emancipation Day) black folks will come out in full ethnic regalia to commemorate the emancipation of our forefathers and foremothers. They will march from the Brian Lara Promenade to the Savannah and make uplifting speeches (as they should) about our condition. The next 364 days thereafter they shall continue their slide into penury and humiliation as the People’s Partnership (PP) government does everything to ensure that African people eat the bread the devil kneads. In this new dispensation no mercy will be shown and no sympathy offered.

Husband finds wife and sons murdered
Residents of La Horquetta were in shock last night following the discovery of a 31-year-old mother and her two children, found dead with their throats slit open. The discovery was made by the woman’s husband and father of the children. There were no arrests up to late last night.

I am sure that you were pleased as I was to learn that 14 students from one class in the Chaguanas Government School placed among the top one hundred students in the recent SEA Examination. Initially, my instinct was to accept the result and to applaud the exemplary teaching that takes place in that school; that is, until allegations of cheating were brought to my attention. Although I wanted to disregard this unfortunate conclusion, my desire for fairness led me to contact a statistician from William Patterson University in New Jersey, USA, and a mathematician from Wellesley College in Wellesley, Massachusetts, to determine the statistical possibility of such a result occurring.

SASHA MOHAMMED, adviser to Prime Minister Kamla Persad-Bissessar, has for the first time denied that she sent threatening e-mails to Express editor-in-chief Omatie Lyder and reporter Anna Ramdass.
Mohammed, through her attorneys Jagdeo Singh, Ravi Rajcoomar and Kelvin Ramkissoon, sent a three-page letter to Commissioner of Police Dwayne Gibbs yesterday, asking what offence she committed.
