If it is just for revenge then no but if it is for a wider sort of National security policy then yes. It would entail not only Americans but all individuals coming in to our shores which would entail a lot of infrastruture to achieve this goal. We would have to do a serious but timely feasability study to ascertain the implications and come up with a workable solution bearing in mind the support (or lack of) institutions that would come to bear on the success of any vigilance initiative.
