Keep them poor. 25% of the Oil and Gas that fuels the US comes out of the Gulf coast, yet New Orleans is (was) one of the poorest cities in the USA. Sounds like POS to me. Brothers scavenging at the Beetham dumps (in one of the wealthiest place in the region)while Syrians, Whites and hIndos eat up the fat of the land.
