The purpose of the plea bargaining arrangement with Nelson was to put the State in a position to successfully prosecute a case against Ramlogan and Ramdeen.

But the goal of the collaboration between Nelson and the State has not been achieved owing to his (Nelson's) refusal at this stage to discharge his part of the plea agreement.
