Ish moves to block Lindquist

Ish Galbaransingh's Northern Construction Ltd yesterday filed a constitutional motion against forensic accountant Bob Lindquist and the Anti-Corruption Squad.

NCL, a construction and civil engineering firm is seeking several declarations from the High Court.

It wants an order stating the conduct of the investigation into alleged corruption in the construction of the Piarco airport terminal by Lindquist is invalid, ultra vires, unconstitutional, null and void.

NCL also wants the court to declare the preparation of a report entitled Interim Report on the Piarco Project by Lindquist, dated December 7, 2000, and its submission to the Attorney General, to be deemed invalid, ultra vires, unconstitutional and null and void.

The motion states NCL and two other companies undertook building works of the Piarco Airport Development Project.

A committee headed by retired Justice Lennox Deyalsingh investigated allegations of corruption. The motion said the committee was deemed by the court to have breached the procedures of fairness when it did not obtain NCL's views.

NCL is claiming Lindquist is supposed to help the Anti-Corruption Squad investigate alleged corruption, including the airport project.

The company claims Lindquist published the Interim Report on the Piarco Project without allowing it to put forward its views.

It claims the report is defamatory and malicious.

NCL claimed warrants to search its premises and seize materials were unconstitutional.
