Manning is making first a tactical move in appointing 29 ministers. Most of the positions are duplicated and not necessary, however Manning wants to appoint a large number of his tribal cousins to create a Total African government. In doing so Manning is first securing his place in African history in the Caribbean. Secondly he is presenting to the public a larger government than the UNC, saying we bigger than you. Thirdly he is giving his ministers a taste of power so they will be hungry for it and jump at his every command in preparations for the next elections. Fourthly when Manning was down he had many symphatisers and he must offer dem someting.
Fifthly he appointed two defeated canidates in contrast to his opinion when Bas appointed seven. Upon recollection Manning said he would never appoint defeated canidates. Sir Arthur held the country hostage for 56 days on this issue...
