The fact is that Patrick Manning is at present the Prime Minister of Trinidad and Tobago. Mr. Panday could have held as many "Cabinet" meetings as he liked, and the UNC MPs could have continued to call him "Prime Minister" but wishful thinking has never allowed beggars to ride. After all, the UNC did have to hold its "Cabinet" meeting at the Rienzi Complex—which is not, as far as we all know, an official Government building.
