Black & Veatch Selected for Butanes Fractionator Project at Phoenix Park Plant in Trinidad
Production to be Provided to Major Petroleum Refinery on Island

Overland Park, Kan. (June 7, 2007) — Black & Veatch, a leading global engineering, consulting and construction company, has been awarded a contract by Phoenix Park Gas Processors Limited (PPGPL) to construct a new butanes fractionator at PPGPL's Port Lisas natural gas processing and natural gas liquids (NGL) fractionation facility in Trinidad.

Black & Veatch will handle engineering, procurement and construction of the butanes fractionator. Upon completion, the fractionator will produce 3,500 barrels per day of isobutane, which will be provided to a nearby 165,000 barrel-per-day petroleum refinery for use in a new alkylation unit to enhance gasoline production.

"This project will provide PPGPL with a highly efficient and flexible NGL fractionation facility," said Rob Mortko, Gas Processing Technology Manager for Black & Veatch. "Looking at the positive regional benefits, this project allows the Republic of Trinidad and Tobago to increase gasoline production by utilizing a domestically produced resource in lieu of importing isobutane. We appreciate PPGPL's ongoing confidence in Black & Veatch."

Black & Veatch was previously awarded a separate project by PPGPL to construct a cryogenic natural gas liquids (NGL) recovery train at Port Lisas.

The butanes fractionator project is scheduled to be completed in mid 2008. Initial engineering, procurement and site preparation activities are underway.
