Ricardo Welch betrayed himself.
If he is a diplomat of the Grassroots he should maintain his connectivity with the Grassroots to ensure the 'Gap' between PNM's elite and it's Grassroots are properly bridged. Why push to be Chairman of a State Board if you claim you don't have the qualifications. Then Mr.Manning himself would have been chastised for putting someone to Chair a State Board bypassing 'those' who are properly qualified.
