When Ramlogan was FCB chairman

During the time Vishnu Ramlogan was chairman of First Citizens Bank, between 1997 and 2002, the bank approved a Visa Gold Card for then Prime Minister Basdeo Panday with a limit of $315,000. On the application form Mr Panday stated that he already had a visa gold card with the Royal Bank.
The FCB credit card was applied for by Mr Panday in May 1998. In the section on the form requiring the name and address of "Panday's nearest relative not living with him", Mr Panday named Vishnu Ramlogan, chairman of FCB. It could not be ascertained, however, the nature of the family relationship between Mr Panday and Mr Ramlogan.
In the visa card application Mr Panday listed his wife, Mrs Oma Panday as a housewife. Asked whether he had personally approved the issue of the credit card to Mr Panday, Mr Ramlogan replied "definitely not".
