Sir, the Ispat story looks similar to what I saw in 1985 in Kenya -UNIDO/Vienna assigend me to study the situation: only one billet producer, one wire rod producer who also had a wireproducts industry, and small wire poroducts manufacturere(nails, springs , fencing wire, etc)- the Kenyan Govertnment was totally confused- all the industriealists were from India. if you need to know more on this let me know.
