I agree with you wholeheartedly. For example, let us use Trinidad and Tobago as a model with the following assumptions, ample economic resources, a manageable population, a literacy rate that exceeds 90% of the population estimated to be less than 1.5 million inhabitants and a black Government. Where does T&T go from there assuming that there are defined goals?
